Exit Public Safety Headquarters

Leave the main HQ building through the front gate.

Turn left, then right at the junction

Take the road left from HQ, then turn right at the first junction toward the shopping district.

Head to the Skateboard Shop crossing

Skate or walk straight until you reach the crossroads near the Skateboard Shop and Pawn Shop.

Find Violence Fiend on the left

The Violence Fiend NPC stands on the left side of the crossing, opposite the Skateboard Shop. He is a quest giver — not a wild enemy spawn.

Landmark: near Pawn Shop and Skateboard Shop in the shopping district.

Quests — Unlock Fiend Talent Slots

Talk to Violence Fiend and select "I want to unlock more passive slots." Default slots: 3. Max after both quests: 5.
